We revisit the Armington model developed by Feenstra et al. (2018) that allows the elasticity of substitution between the domestic and foreign varieties to be di?erent from that between alternative foreign varieties. We develop gravity-based estimators to recover these elasticities from bilateral trade and tari? data. Our estimates suggest that the elasticity of substitution between the domestic and foreign varieties is lower than the one between alternative foreign varieties. We apply the model to quantify the global consequences of the US-China trade conflicts starting at 2018. Counterfactual analysis suggests that imposing identical elasticity of substitution across all varieties would lead to (i) considerable underestimation of the third-country welfare gains from the US-China tari? conflicts, and (ii) overestimation of the noncooperative tari?s between the U.S. and China。

邱斌，博士，東南大學特聘教授，二級教授，經濟管理學院博士生導師，中國社科院世界經濟與政治研究所博士后。美國哥倫比亞大學訪問學者（2010-2011），馬里蘭大學訪問學者（2003），澳大利亞西澳大學訪問學者（2018），英國倫敦大學學院（UCL）訪問學者（2024）。中國世界經濟學會常務理事，中國美國經濟學會副秘書長，2009年入選教育部“新世紀優秀人才支持計劃”。主要研究領域為國際貿易，國際投資和世界經濟。主持國家社科基金重大項目和重點項目多項。已在《經濟研究》《管理世界》《世界經濟》及Journal of Banking and Finance等知名期刊發表高水平論文100多篇，出版教材和專著7部，系《經濟研究》《管理世界》《世界經濟》等知名期刊的匿名評審人。曾獲東南大學青年教師授課競賽一等獎第一名、東南大學十佳“我最喜愛的研究生導師”、東南大學十佳MBA優秀教師等榮譽。獲得省級哲學社會科學優秀成果獎七次，為江蘇高校哲學社會科學重點研究基地“江蘇經濟全球化研究中心”首席專家。曾任東南大學社科處處長、海外教育學院院長。
